PEORIA, Ill. – An Illinois appellate court has made a ruling essentially supporting the reinstatement of a Peoria Police Officer fired in 2018.
The Third District appellate court ruled Tuesday that an arbitrator did not go outside his authority by ordering Jeffrey Layman reinstated.
Citizen complaints resulted in Layman being terminated after being seen wearing a t-shirt some considered offensive, containing the words “Baby Daddy Removal Team”, and by referring to South Peoria residents as “thieves” in social media posts.
The union representing Police officers filed a grievance a day after the firing, and the arbitrator found that while racially insensitive, some of Layman’s comments were not “overtly racist.”
