Illinois' unemployment rate dipped slightly in November to 10 percent. The Illinois Department of Employment Security on Thursday reported that the state's seasonally adjusted rate is down from 10.1 percent. The agency says Illinois has added 600 jobs. IDES Director Jay Rowell says the state's economy is taking small, positive steps. Rowell points out that the state has recorded job growth in eight of the past 11 months. Illinois' unemployment rate remains above the national rate of 8.6 percent.
