Targeting young adults in neighborhoods to help focus on youth issues is the focus of the second Call To Action Forum Saturday morning. Peoria Mayor Jim Ardis says parents of youngsters need to get engaged with their children during crucial formulative years. Peoria native Steve Kossman has spent his career the field of juvenile justice. In his keynote speech, he challenged the 100 or so in attendance the need to put "neighbor" back into what's now termed as the "hood". Kossman says it's a must to personally know your neighbors again. He also says even the most impoverished urban areas of the city, 94 percent of residents are law abiding citizens. Kossman says it's the other 6 percent who get into trouble need to be targeted.
